New perils surrounding rental contracts

"Hugo de Jonge wants to stop excessive rents" is a widely read headline. But is this true? The rental sector is disappointed that the housing minister is only stretching rents to €1,000 instead of €1,250, and think he has his ears to the investor too much. In contrast, investors and developers are positive about the new middle rent rules.

According to the FHCS (Federatie Huurders Commerciële Sector), almost 100,000 households will miss out on rent protection because of this €1,000 limit, and landlords will still be able to charge many middle-income and other free-sector tenants exorbitant prices for poor quality housing in the future.

New rental contracts

The announcement of this intervention led to much unrest among market participants. Therefore, de Jonge wants to provide clarity on the rules now, because houses are badly needed. Except for the upper limit of €1,000, this only applies to new rental contracts.

To accommodate investors as well, the minister is going to tinker with the housing valuation system by which points are determined. Some elements of mid-rent housing are now insufficiently valued, think of communal gardens and the sustainability of homes.

Private investors satisfied

A new study examines whether house value should not weigh more heavily in determining the maximum rent. After all, it must remain possible to invest in the Dutch housing market. The government aims to build 900,000 homes by 2030 and needs market parties to help it do so. Many private investors are positive about this; they feel they have been listened to, but still want to see the end result.
